This study aims to broaden and complement to the preliminary findings of the World Bank's study "How does the system work?" (2015), due to a more detailed analysis of bureaucratic barriers, problems of misuse of funds and low efficiency of human, material and technical resources in the health system in Ukraine. In addition, the study offers practical recommendations for improving the situation.

The report focuses on the government controlled areas of Donetsk and Lugansk regions. It presents the results of a desk review, statistical analysis, financial reports, PETS / QSDS interviews conducted with executives and medical staff in selected healthcare facilities, cost overviews and thorough analysis of treasury operations. The report also provides an analysis of the overall effectiveness of public health services.
