There is general consensus that an effective, efficient and fair public service is essential for achieving the Sustainable Development Goals by 2030. In a highly inter-connected world, in which governments face increasingly complex and cross-cutting issues, it is ever more critical that the public sector is capable, motivated and committed. 

The Global Centre for Public Service Excellence has been UNDP’s catalyst for new thinking, strategy and action in the area of public service, promoting innovation, evidence, and collaboration.

Chapter 10 is focused on Ukraine’s approach demonstrating how the public sector can adress the challenges related to economic inclusion.
