What is the project about?

Support to better coordination and management of international aid/assistance (through establishment of the development assistance database - DAD)” (2012-2013) project, funded by UNDP, is jointly implemented by UNDP and Ministry of Economic Development and Trade of Ukraine.

To support fulfilling of the governmental obligations under the Paris Declaration on Aid Effectiveness and Transparency, to contribute to better aid coordination, planning and results monitoring of the international assistance in Ukraine, UNDP responded to the request of the Ministry to assist in developing and utilizing Development Assistance Database (DAD). The Ministry identified two areas that need UNDP support, namely:  1) expansion of functionality of the existing database of projects funded by International Organizations and donor countries; 2) provision of better access for the public and donors to the information at the Ministerial database.

Our Goal

To contribute to better aid coordination, transparency, planning and results monitoring of the international assistance in Ukraine through supporting the Government of Ukraine in installing the Development Assistance Database (DAD), an on-line database system that provides access to real-time information on projects financing, implementation and progress towards results. 

What have we accomplished so far

The Ministry of Economic Development and Trade of Ukraine is tasked to serve as a focal point for maintaining the database on international aid flows and associated projects in Ukraine. To identify the country needs in effective aid coordination and to adjust it to the requirements of the Ministry, a Needs Assessment mission on DAD installation was conducted in December 2012 by the Synergy International Systems experts.  Upcoming DAD Ukraine, being on its requirement approval stage, consolidates current needs of existing database (used by the Ministry of Economic Development and Trade) and innovative approach of DAD, putting its goal to cover the major functionality of existing system.  DAD complies with majority of DAC principles aimed to enhance aid effectiveness within the country. The next steps envisage training of the Ministry staff on DAD maintenance and further presentation of the newly developed database to the donors’ community in Ukraine.

How are We Carrying out Our Mission?

The Project is organized around two main components: Expand functionality of the existing database; Based on the findings of the DAD mission, UNDP in Ukraine procures the DAD system from Synergy International Systems to provide indispensable technical assistance to the government counterparts.Provide better access for the public and donors to the information at the Ministrerial database.

The technical work on improvement of the DAD is followed by a set of events that involve all stakeholders to improve their skills in usage of the system. These include training sessions for the Ministry, preparation and production of user-friendly Operations manual for effective management of DAD, dissemination of the information on DAD functions and potentialities among different stakeholders. The awareness raising activities will lead to a better use of DAD functionality for the sake of Ukraine’s development.
