First medical equipment for HIV and TB diagnosis delivered to Ukraine

Test kits for HIV and TB worth close to USD 3.8 Mio will be delivered in the coming weeks to Ukrainian patients, through a transparent tender process undertaken by UNDP saving Ukrainian taxpayers over half a million US dollars.

3 June 2016, Kiev – Test kits for HIV diagnosis, antiretroviral maintenance and HIV infection monitoring, amounting to USD 3,755,957 in total, will be delivered to Ukrainian patients in June 2016, under the Procurement of medicines and medical products for the National Public Health Programmes under the Ministry of Health.

The call for tender in medicine procurement launched by UNDP on November 2015 has borne fruits, allowing to save some USD 572,488.59 to Ukrainian tax payers thanks to transparent, high-standard procedures as applied at international level.

UNDP bid winners now contracted by the UNDP to deliver the test kits are: Abbot; Axygen; Beckman Coulter Int.; Becton, Dickinson and Company;  Bio-Rad; ILS; МediaBioAlliance; Roche Diagnostics; Standard Diagnostics; Thermo Fisher.

"When we lose money due to artificially high prices and corruption, we lose someone’s life. Saving almost USD 600,000.00 will help us save more lives. It is great news for the patients and the doctors. International procurement managed by international organizations in Ukraine is a financial instrument that heals,” confirmed Dmitry Sherembey, Head of the All-Ukrainian Network of People Living with HIV.

Moreover, UNDP has finalized tenders for TB diagnosis test to be supplied for up to USD 536,332.03 by Becton, Dickinson and Company, soon to sign the contracts.

UNDP-led medicine procurements are part of an agreement signed in late October 2015 upon the Ukrainian Ministry of Health’s request to ensure the quality, timely delivery and optimal pricing of medicines to patients across Ukraine. This agreement is expected to run in parallel with a capacity building and knowledge transfer programme to ensure Ukrainian ownership of the medicine procurement process in the future, and its full management with transparency, accountability and integrity.
