Forum attendees map out new development strategy for Luhansk Oblast

July 28, 2017, Kyiv – Officials from local and central government, development experts, education professionals and representatives from UN agencies gathered on July 28 at the Luhansk Regional Development Strategy Forum in Kyiv to chart a new course of development for Luhansk Oblast, using best international practice and expertise.

An updated strategy for the economic and social development of Luhansk Oblast until 2020 was presented at the forum. The event was organized by the United Nations Development Programme in Ukraine.

Forum participants discussed the general strategy to take the region forward, and the most effective ways to put it into effect. The main areas in focus included reviving the economy, transport, energy efficiency and social and humanitarian issues. They also discussed the coordination of efforts of all partners, at the national, regional and local levels.

“Supporting IDPs and socio-economic recovery of the regions affected by the conflict in eastern Ukraine are among the top priorities for the UN in Ukraine. An updated regional development strategy will guide the local governments, civil society and the private sector in working together to revive region’s economy, speed up recovery, restore livelihoods, create new jobs and re-build trust among communities,” said Neal Walker, UNDP Resident Representative in Ukraine.

Victor Munteanu, the manager of the UNDP’s Recovery and Peacebuilding Programme in Ukraine, updated forum participants on the work of the UNDP in the oblast.

“The UNDP helps Luhansk Oblast in all key areas of development: infrastructure and economic recovery, support for decentralization, community security and social cohesion,” he said.

“It’s very important for us to support the sustainable development of the region – for the benefit of local people and their future prosperity. We provide training assistance for regional authorities, and supported the establishment of the Regional Development Agency. UNDP experts helped to update the Luhansk Regional Development Strategy and develop its implementation plan. We will continue to support the practical implementation of the goals envisaged in this strategic document.”

The strategy sets out three main areas of development:

  • Restoration of critical infrastructure and services; increasing the local authorities’ capacity in terms of decentralization and informatization;

  • promoting economic recovery and sustainable development;

  • creating favourable living conditions, and peacebuilding.

While the main developer of the strategy was Luhansk Regional Military and Civil Administration, the UNDP and other international organizations, top scientific institutions, and public organizations also contributed to its development.

Over the past two years, Luhansk Oblast has experienced a sharp deterioration in its social and economic situation, which in turn has had a significant impact on all spheres of public life in the region. The Strategy for Economic and Social Development of Luhansk region until 2020 has thus been updated to improve the quality of life of the population, restore high-quality infrastructure, and ensure the region’s economic development is both sustainable and dynamic. The strategy charts out a course for Luhansk Oblast’s development, and identifies a set of measures to boost the regional economy, increase profits at local businesses, and raise locals’ incomes.
