UNDP has started medicines procurement for the funds of 2017

Kyiv, August 18, 2017 – UNDP Ukraine has started medicines procurement for the funds of 2017. Tenders were announced for 11 from 15 programs, which are currently entrusted to the organization.

On July 27th, 2017 the Ministry of Health of Ukraine and UNDP signed the agreement for procurement of medicines, according to which UNDP was entrusted with 2,3 billion Hryvnia to buy medicines and medical products for 15 state healthcare programs of 2017.

According to the Resolution of the Cabinet of Ministers, UNDP is conducting procurement for the budget funds under the following programs:

  • Medicines for emergency medical care in case of bleeding

  • Medicines and medical products for citizens with epidermolysis bullosa

  • Medicines for children with dwarfism of various origins

  • Medicines and small laboratory equipment for female infertility treatment by means of assisted reproductive technologies

  • Medicines for children with cerebral palsy

  • Medicines for treatment of children with cystic fibrosis

  • Medicines for treatment of citizens with orphan metabolic diseases

  • Medicines for treatment of citizens with mucopolysaccharidosis

  • Medicines for treatment of children with resistant juvenile rheumatoid arthritis

  • Anti-D immunoglobulin for the prevention of hemolytic disease of the newborn

  • Chemotherapeutic agents, radiopharmaceuticals and support drugs for treatment of cancer patients

  • Medicines for treatment of adults with hemophilia

  • Medicines for providing children with hemophilia A or B or von Willebrand Disease

  • Medicines for treatment of patients with multiple sclerosis

  • Medicines for citizens with Gaucher disease

The list of programs agreed can be changed after the issue additional resolutions by the Cabinet of Ministers of Ukraine.

Open tenders and tenders conducted through the procedure of direct invitation were announced for procurement of medicines under 11 programs of 2017, namely infertility, multiple sclerosis, epidermolysis bullosa, cystic fibrosis, dwarfism, juvenile rheumatoid arthritis, hemolytic disease of newborn, cerebral palsy, orphan metabolic diseases, mucopolysaccharidosis and Gaucher disease.

As per the new approach towards transfer of funds, international organizations start procurement before receipts of funds from MOH of Ukraine. Hence, UNDP has started preparations for tenders immediately after the agreement was signed.

UNDP will continue exercising high demands to quality of medicines and will foster international competition, in particular encourage the medicines and medical products manufacturers to participate in tenders.

At the same time, UNDP also reports on completion of procurement for 99% of medicines ordered under the budget of 2016. Over 70% of medicines, including those procured for saved funds, are already delivered to Ukraine and are available to patients.

Medicines procurement through international organizations allows to save budget funds and supply patients with more medicines. The efficient and transparent procedures of UNDP allowed to save over 320 mln Hryvnia of 2016 budget money and direct those funds towards procurement of additional medicines to cover the need of patients who require treatment.
