Digital, Inclusive, Accessible: Support to Digitalization of Public Services in Ukraine Project (DIA Support project)
Project summary
The DIA Support project, funded by Sweden and implemented by UNDP, was launched in 2021. Its second phase started on 1 January 2024. Its mission is to bridge the digital divide across generations and social groups, ensuring that everyone in Ukraine can access new digital solutions and electronic services. Through this and other initiatives, we aim for a Ukraine where no one is left behind.
Project goals:
Empowering Government Institutions: Equipping government bodies with the knowledge and skills needed to design and implement policies. These policies aim to digitalize services for citizens, aligning with the Human Rights Based Approach principles and incorporating gender mainstreaming.
Creating Client-Centered Digital Services: Developing digital service packages that cater to real-life situations. These services are crafted in a participatory manner, ensuring they are gender-responsive at every step.
Increasing Awareness and Usage: Ensuring that Ukrainian citizens, both women and men, are well-informed about and able to use the digital and mobile-based services available to them.
Expected result
Phase 2 of the DIA Support project supports digitalisation in Ukraine by strengthening the Government’s capacities to deliver high-quality and accessible digital services to people from vulnerable groups. Digital solutions will address the complex challenges posed by the war, while ensuring transparency and accountability in the recovery process, which is critically important for Ukraine’s EU integration.

We have supported the creation of 40 electronic services and tools, and more than 21 million Ukrainians have already used them.
We helped to develop a new state standard on web accessibility.
We made the first official Ukrainian translation of the World Web Content Accessibility Guidelines (WCAG 2.1).
