Rada for Europe: driving reforms across Ukraine

This EU/UNDP project focuses on strengthening the capacity of the Verkhovna Rada to produce quality legislation and monitor its implementation, notably in the framework of the EU-Ukraine Association Agreement, and to serve as a model and driving force for the reforms across Ukraine.

Project summary

Launched in June 2016, “Rada for Europe”, EU-UNDP project will support the Ukrainian Parliament’s evolution towards a modern, democratic institution over 2016-2018, notably through reforming its procedures and operational processes, modernising its administration and secretariat, and improving the mechanisms for dialogue with citizens and civil society.

Implemented by UNDP and the Verkhovna Rada of Ukraine, in partnership with the European Parliament, with the €1.3 million financial support of the Delegation of the European Union to Ukraine. “Rada for Europe” facilitates the implementation of the Association Agreement with the European Union, by helping Ukraine raise up to European standards and adopt viable and efficient legislative procedures on the long-term.

Moving fast on the reform agenda of the country’s first democratic institution is crucial: the Verkhovna Rada serves as not only the legislative body, but also plays a key role in budgetary matters. It oversees the executives, appoints the key state officials, and acts as a representative and dialogue forum of the first rank.

Project goals

The project will focus on three priority areas, namely to:

- Support the streamlining of legislative processes to enable Ukraine’s democratic reforms to be implemented in a timely and transparent manner;

- Strengthen the Verkhovna Rada Secretariat and Committee staff to enable them to provide effective, non-partisan services and drive the transformation of the institution into a modern, democratic parliament from within;

- Support greater transparency and openness of the Verkhovna Rada  and more consistent communication and dialogue with the citizens.

Ultimately, the Parliament will become a more transparent and open institution, delivering higher quality and more responsive legislation both in substance and in form, and providing effective and non-partisan services internally and to all Ukrainian constituents.

As an institutional role model, it is expected to spearhead the implementation of all democratic reforms across Ukraine and help meet the requirements of the Association Agreement with the European Union.
