Sustainable Local Development in Rural Areas of Chernivtsi and Odesa Oblasts

Project Summary

The project is expected to improve the wellbeing of the most disadvantaged population groups in two oblasts of Ukraine (Chernivtsi and Odesa), and to raise their living standards. It will do so by promoting sustainable and inclusive socio-economic development at the local level, strengthening participatory local governance, and encouraging community-based initiatives.

The project applies the “Community-Based Approach to Local Development” UNDP methodology, which attributes a leading role to local representatives, who bring together community members for the joint planning and implementation of community-led initiatives.

Project Goals

 1. Strengthen the capacity of local communities, local authorities and universities to apply community-led development approaches, enhance participatory governance, and improve service delivery;

2. Promote small farm and non-farm business development in rural and semi-urban areas.

Expected Results

o   Increased public monitoring of local development-related decision-making structures and procedures at the local level;

o   Enhanced advocacy and lobbying skill and capacity among (community-based) civil society organizations and local authorities;

o   Institutionalized dialogue between relevant stakeholders, with a view to ensuring sustainable social, economic and environmental development at the local level;

o   Supporting the development of cooperatives, capacity-building activities and small grants to communities wishing to establish cooperatives within the farm sector;

o   Promoting diversification of economic activities, to help communities be more resilient and generate additional income, which subsequently translates into stronger local budgets in the course of decentralization.

Selected communities

Based on an open competition, seven districts in Chernivtsi and six discricts in Odesa (with one reserve district in each of the oblasts) have been selected to participate in the project. A special selection committee composed by UNDP/ADA Project and oblast level representatives made a detailed analysis based on special evaluation indicators (such as level of socio-economic development, access to basic public services, commitment of the village, small town council/ATC Council to cooperate, and past performance, geographical location, project document requirements, etc.). Following consultation with the regional authorities, the selection committee identified a shortlist of candidates. Thus 22 communities will benefit from implementation of their initiatives.
