Piecing together the puzzle: internal displacement affecting human rights and access to public services in Ukraine

The report analyses how the rights of internally displaced persons (IDPs) in Ukraine are being observed and enforced. It is the result of a national survey of IDPs and research with providers of services for IDPs. The study identifies systemic problems in the field of the protection of the rights of IDPs; and describes the discrepancies and difficulties in organizing and planning the work of state and local authorities and services and identifying individual cases of violations of the rights of IDPs.
