Concept note on improvement of the legislative process in Ukraine

Concept Note on the improvement of the legislative process in Ukraine provides an overview of contemporary approaches to understanding the effectiveness of the legislative process, defining criteria for its effectiveness, analysis of recent amendments passed at the 1st, 2nd and 3rd sessions of the Verkhovna Rada of Ukraine’s convocation IX, identification of the key issues of the current legislative process. The proposals advanced make provision for the application of a broad approach to understanding law-making as ‘end-to-end’ process starting from preparation of information for making a decision on drafting a law and up to the moment of assessment of the law in force. The above process is by no means limited to the procedures regulated by the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine”.

The Conceptual Note on the improvement of the legislative process in Ukraine was prepared by Yulia Zaichenko, Olena Bazylivska, Oleksandr Baraniuk and Andrii Koshman, experts of the Parliamentary Reform Office, under the Parliamentary Reform Project funded by the European Union implemented by the United Nations Development Programme.
