Provision of Legal Services in Ukraine and Opportunities for their Digitalization

In view of the state’s focus on digital transformation, development and improvement of digital solutions to enforce legal services is one of the ways to simplify access to legal aid, to optimize procedures related to its provision, and thus to reduce corruption risks and increase credibility of such services.

Since the provision of legal services depends on a particular life event of a particular person applying for it, the legal aid and clarification of specific legal facts require a comprehensive approach, so it is impossible to fully automate this process. However, digital solutions could be useful for providing legal advice and clarification, digitizing materials, creating electronic templates for the most common applications and complaints, developing e-services to improve access to legal aid without being tied to a specific type of legal service, etc.

The study was conducted within the Digital Solutions for Improved Access to Justice in Ukraine initiative, which is part of the UNDP Human Rights for Ukraine Project with the financial support of the Global Programme on Strengthening the Rule of Law and Human Rights for Sustaining Peace and Fostering Development, and the expert contribution of the Coordination Centre for Legal Aid Provision in Ukraine.
