This report reflects the experience of the EU/UNDP Parliamentary Reform Project and the Parliamentary Reform Office in involving 8 committees of the Verkhovna Rada of Ukraine as pilots in the process of improvement of the committees’ control function in the period from January 2020 to March 2021.

In a comprehensive manner, the document examines the implementation of control functions by the committees, the quality of arrangements for, and the conduct of control (oversight) measures. In addition, it rethinks the points of intersection of these measures with other functions of the committees — legislative and organisational. Finally, the authors also assessed the quality of the committees’ planning of their activities related to the control over the activities of the Government, and in particular, the effectiveness of the application of the provisions of the laws that fall within their competencies.
