The report presents the results of a study on the accessibility of archives and court cases remaining in non-government-controlled area (NGCA) of Donetsk and Luhansk Oblasts and how the absence of these documents affects the operations of the relevant state authorities, as well as access to justice for persons living in the armed conflict area. Moreover, one of the main objectives of the study was to identify viable mechanisms to overcome the consequences connected with the loss of archives in NGCA, as well as to assess the needs of the public authorities in the context of procedures prescribed by law.

The report describes the background of the problem, the existing practices for overcoming it and suggestions for improving the situation with access to archives and court cases.
