The publication was prepared by the Law Firm "ILF" with the support from the Global Environment Facility and the United Nations Development Programme in Ukraine within the project "Removing Barriers to Increase Investment in Energy Efficiency in Public Buildings in Ukraine through the ESCO Modality in Small and Medium Sized Cities".

This publication provides methodological support to the local governmental bodies, as well as deputies of local councils, who are responsible for the preparation and decision-making process related to establishment of communal energy service companies (ESCOs). The publication will help find answers to the questions about the feasibility of community ESCOs creation, the staff formation process, the peculiarities of the legal provision of enterprise economic activities etc. The annexes to this publication include an algorithm for a communal ESCO creation and a draft statute for such an enterprise.
