The study was conducted under the United Nations Recovery and Peacebuilding Programme, which operates in six oblasts of Ukraine:
- Donetsk,
- Luhansk,
- Dnipropetrovsk,
- Zaporizhzhia
- and Kharkiv;
- the Rule of Law Program operates in Zhytomyr Oblast.
This study was conducted within the framework of Economic Recovery and Restoration of Critical Infrastructure Component.
