In September 2019, the Kharkiv Institute for Social Research conducted a security assessment at the request of the UN Recovery and Peacebuilding Programme in nine locations along the “contact line” (Volnovakha, Krasnohorivka, Novhorodske, Sartana, Svitlodarsk, Shchastia, Popasna, Stanytsia Luhanska and Zolote).

A special tool was developed for the assessment, the question of which was based on the provisions of the UNDP Capacity Assessment Methodology, taking into account the local specifics of legislation and the government administration system.

The information was collected through in-depth interviews with local authorities, community residents, police management and employees, and State Emergency Service (SES) management and employees.
