Economic and Social Recovery of Donbas Region

Project Summary

Damage to critical infrastructure in Donetsk and Luhansk oblasts is extensive. Quality of access to public services has deteriorated significantly. The direct damage to businesses and housing, transportation in the region has impact on the economy and will, in the longer term, on livelihoods. Unemployment is expected to increase, and income generating opportunities contract, for post-conflict communities in the Donbas. Moreover, many internally displaced persons (IDPs) are expected to return to the region when the armed conflict stops. To bring normal life back to the local communities to which they will return, new economic opportunities must be created through effective economic and social recovery responses.

The overall objective of the project is to support local economic recovery and improve living conditions by creating employment and income generation opportunities and enhance employability and resilience of affected population of Donetsk and Luhansk oblasts. 

Project goals

  • To provide employment opportunities through upskilling (enhancement of skills and knowledge) of communities.
  • To create income generating opportunities through promotion of small and medium-sized enterprises and business
  • To build the capacity of the government to create an enabling environment for small and medium-sized enterprise development in these regions.

Expected Results

1.       At least 10 economic infrastructure facilities recovered

2.      At least 250 people employed at cash for work, public works and temporary jobs programmes;

3.       At least 300 persons provided with new professions/ skills through trainings;

4.      At least 50 representatives of local administrations, PES trained on creating enabling environment for economic, business and employment development on local level

5.      At least 5 business support institutions supported;

6.       At least 100 new small and medium-sized businesses/enterprises started activities


  • 12 critically important economic infrastructure facilities were selected for restoration and being restored;
  • 20 local NGOs and enterprises selected and now participate in a Jobs Creation Programme aimed to promote employment among IDPs and local population of Donetsk and Luhansk oblasts;
  • A Programme of Trainings for at least 350 persons aimed to promote entrepreneurship and provide IDPs and local people with business skills launched in Donetsk and Luhansk oblasts;
  • Business-infrastructure Support Programme developed and launched: 19 business support institutions in Donetsk and Luhansk oblasts (business-centers, co-workings, agencies of local economic development, etc.) selected and will receive grants for development;
  • Project experts assist local authorities in elaboration of Implementation Plans for the Development Strategies of Donetsk and Luhansk oblasts.
