Digital Transformation Ministry and UNDP present an online course on the provision of services in the field of land relations

Kyiv, 1 July 2020The Ministry of Digital Transformation and the United Nations Development Programme (UNDP) in Ukraine have launched a joint online course on the provision of administrative services in the field of land relations. The course was developed under the UN Recovery and Peacebuilding Programme with funds provided by the government of Canada.

The course covers practical aspects of the application of recently updated land legislation in the field of administrative services, and will help improve the professional skills of employees of administrative service centres and local governments. The course is available on the online platform “The School of Resilient Communities”.

Deputy Minister of Digital Transformation Liudmyla Rabchynska noted that the sphere of land relations in Ukraine has recently been actively developing and reforming. Therefore, community representatives and service providers have many questions in this area: what regulations are there in the field, what powers are vested in public authorities at various levels, or how can services be implemented in administrative service centres, and so on.

“Thanks to an online course developed by experts in the field of land management, civil servants will gain a comprehensive understanding of the topic and will be able to meet the needs of their community. We extend our sincere gratitude to our partner, the UN Recovery and Peacebuilding Programme, for supporting and contributing to the professional development of service providers,” Rabchynska said.

Students of the course will receive comprehensive answers to questions related to the field of land relations and the provision of administrative services, including:

  • a review of current legislation in this area;
  • the provision of administrative services by executive authorities, local self-government bodies and bodies of the State Land Cadastre;
  • free transfers of land to citizens;
  • an algorithm for introducing services in the field of land relations through administrative service centres;
  • the registration of land as an object of real estate and legal rights to it.

Head of the UN Recovery and Peacebuilding Programme Victor Munteanu stressed that creating quality educational opportunities is a necessary component for supporting and developing the potential of communities in eastern Ukraine.

“We wanted to make the online course equally understandable and accessible to both professionals, who need this knowledge to work more effectively, and to any citizens who are interested in land relations and who want to keep up with all the changes happening in land legislation,” Munteanu said.

UNDP in Ukraine has built a strong partnership with the Ministry of Digital Transformation since the ministry was formed in August 2019, supporting such initiatives as #HackCorona, which engaged IT experts, civic activists, start-ups, journalists in developing IT-projects to tackle the COVID-19 pandemic. It also contributed to the development of a Diia.Business platform for small- and medium-sized enterprises, designing mobile solutions for administrative services provision in eastern Ukraine and launching an educational series on personal data security to teach Ukrainians how to be careful about putting their personal information online, to know their rights to protect their personal data, and what to do if these rights are violated. 

The United Nations Recovery and Peacebuilding Programme (UN RPP) is being implemented by four United Nations agencies: the United Nations Development Programme (UNDP), the UN Entity for Gender Equality and the Empowerment of Women (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations (FAO).

The programme is supported by twelve international partners: the European Union, the European Investment Bank and the governments of Canada, Denmark, Germany, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland and the UK.
